Human Resources Manager

Under general supervision of the City Manager, the Human Resources Manager ensures that human resource programs support the long-term goals of the City of Winooski. This position performs professional work of considerable difficulty overseeing a range of functions related to human resource management, employee development and benefits administration. This position also contributes to the Leadership Team by providing guidance, training, and support related to employee relations and advising the City Manager on employment related issues. The Human Resources Manager is responsible for executing department specific procedures, policies and operations. 

Major Responsibilities

SYSTEMS: Directly responsible for oversight and management of compensation systems, benefit programs, communication, staffing, retention, employee development, performance management, counseling, terminations and policy development to support and foster a positive attitude and support municipal goals. Manage measurement systems that track compensation, turnover, and employee benefits. Prepare ad hoc reporting for internal customers and outside customers including governmental agencies.

EMPLOYEE RELATIONS AND TRAINING: Provides training to support the City’s goals at all levels of employment. Manages pooled training funds to support established training and development goals. Supports the City’s leadership team in areas of leadership development, employee relations, processes, policies, recruiting, performance management, and coaching/counseling. Provides feedback to management on issues and concerns with a focus on employee satisfaction, retention and improving operating culture. Actively engaged in the City’s Safety Committee and supports the execution of safety trainings and ensures training occurs in a timely manner. Actively engaged in the City’s Labor Relations Committee and participates in union negotiations. Promptly investigates and responds to complaints of harassment, discrimination, wage and hour violations, hostile work environment, etc.; determines and recommends appropriate action. Works with external legal counsel to resolve employment issues.

COMPLAINCE: Plans, develops, and effectively recommends policies and procedures in accordance with objectives and strategic goals of the Municipality and to ensure compliance with federal and state regulations. Act as an internal consultant to the City Manager, Leadership Team, front-line managers, and employees to provide guidance on laws, regulations, policies and procedures to ensure resolution of HR related issues. Provides assistance in policy interpretation, recruiting practices, and employee relations to create and further support a positive atmosphere in which employees contribute their skills, knowledge and energy. Responsible for knowledge of employment laws and complies with those laws. Proactively advise and direct management on legal requirements such as equal opportunity, sexual harassment and privacy issues. Remain current on changes in legislation, as it applies to employee benefit programs, employee leaves of absence, and Workers’ Compensation. Establishes and maintains department records and reports to meet regulatory requirements and ensure an efficient HR function.

GENERAL EMPLOYMENT: Creates and maintains a Hiring Process that respects applicants and effectively introduces new employees to the organization. Ensures a highly effective HR operation that completes timely, accurate HR processes. Maintains Municipal organizational charts and employee directory. Coordinates and supports employee recognition activities and programs. Back-ups the Payroll function as needed.

AUDITS: Manage activities associated with plan audits, such as internal audits, ERISA, IRS, DOL, FMLA, and other state, federal, and local laws as applicable. Assist as needed on other internal or external audits.

Bachelor’s degree in Human Resources, Business, or related field with eight years of progressively responsible human resources experience or the equivalent of education and experience. Previous municipal, federal or state government experience preferred. SPHR, PHR and SHRM-CP or SHRM SCP certification preferred. Previous experience with risk management, compensation and benefits, employee and labor relations, policy development and HR strategy required. Ability to manage multiple deadlines and priorities generated from multiple sources with minimal supervision. Proven ability to effectively manage an HR function; knowledgeable in all areas of HR. Prior payroll experience preferred. Ability to attend and contribute to City Council, Commission, Committee Meetings or other night meetings as needed. Proficient in written and oral communication. Ability to research and understand state and federal regulations related to employment and to make thoughtful and informed recommendations.
